HOOVER PROPOSAL REJECTED
REJECTING EX-PRESIDENT Herbert Hoover's proposed soup kitchen experiment in Belgium, the British Embassy in Washing- ton yesterday released a statement saying:
"The British Government is satisfied that relief of countries in enemy occupation would, whatever the conditions might be, postpone the day of victory.”
