"
MR. MALCOLM MACDONALD, NEWLY APPOINTED BRITISH HIGH COMMISSIONER IN CAN- ADA, RECENTLY SPENT A DAY WITH THE CANADIAN CORPS IN ENGLAND AND LATER EX- PRESSED HIGH APPRECIATION OF THEIR FINE ORGANISA¬ ́
AN APPEAL BY 21 Chinese seamen against con- victions imposed by a London police court for dis- TION. obeying a lawful command, was heard at the Lon- don Sessions Appeals Committee yesterday.
The appeal of 10 men who had been sentenced to six months' hard labour was allowed and the appeals of the other 11 men, who had been bound over for 12 months, were dismissed.
Counsel for respondents said that when the seamen arrived in port it wes suggested to them that they were being unfairly treated because they were not getting the £5 a month War bonus that white sailors were get- ting for voyaging in dangerous
waters.
They were not satisfied with 3 a month and refused to work in shifts, with the rescit that the ship wHS not turned round in the snortest possible tímc and the whole
convoy system was dislocated.

"Bulgaria will live to re- gret her decision.”
CHEERS GREETFD THIS STATEMENT BY MR. R A. CUTLER. UNDER-SECRETARY FOR FOREIGN AFFAIRS. WHEN THE HOUSE OF COMMONS ASKED YESTERDAY FOR PAR. TICULARS RESPECTING THE WITHDRAWAL OF THE BRI- TISH MINISTER FROM SOFIA.
Mr. Butler said that the reasons for the withdrawal were given it the Note presented tr the Bul- garian Government and were Frfly the presen: e of an ever inerensing force ni German troops n Bulgarian soil, the object of which could only be to menace and, if necessary, attack Britam's ally, Greece.
The active cooperation of the Bulgarian Government in the German occupation was incom- patible with the maintenance of British diplomatic repre- sentation in Bulgaria.
"His Majesty's Government have no doubt that Bulgaria will live to regret her decision."
The Speaker intervened und intimated that the matter did not arise when Mr. Butler was asked to particuarise on the attitude of the Soviet Government towards the invasion of Bulgaria. — Reu- ter.
