THE SPANISH GOVERNMENT has given an assurance that there will be no fortifica- tion of the Tangier Zone. This declaration was made in the Commons yesterday by Mr. R. A. Butler, Under-Secretary for Foreign Affairs, answering questions on the Tangier position.

The British Ambassador in Madrid, Mr. Butler continued, had now concluded discus- sions with the, Spanish Government.

Arrangements TROW concluded safeguarded the existing personal rights of British subjects in Tan- gier and guaranteed the continued functioning of existing British in- stitutions and of the British press

British officials of the Interna Ilonal administration who had been displaced would be fully and generously compensated for their loss of office.

A special economic and finan- rial regime would be applied to Tangier generally, similar to that which existed at present.
