French quarters in Vichy last night, accord- ing to reliable sources in the Petain capital, are ex- pecting a final solution of the Franco-German crisis
.this week-end.

SURPRISE MOVE BY DEMOCRATS ON NEW BILL
(SPECIAL TO “CHINA MAIL”)
LEADERS OF THE Democratic Party in Washington were responsible for a surprise move last night when they decided to accept a defeat in the House of Representatives.
The House had written into the All Out | Aid To Britain Bill, an important amendment, a provision giving Congress undisputed au- thority to cancel the vast powers granted to President Roosevelt by the measure.
The amendment to the Bill, which was submitted
by Representative Dirk- ROOSEVELT
sen, was hotly debated and it was finally adopted
by a margin of seven DIPLOMACY
votes, 148 in favour to 141 against.
SHAKE-UP
The entire area of Eastern Libya is now under threat of capture, and at any time now may be expected indications that the British forces are converging on Benghazi by the coastal roads and from the road across the desert.
INSURANCE
Schemes similar to those provided for under the War Risks Insurance Act, which impose compulsory
against damage by enemy insurance of stocks
action, are under con- sideration in relation to those parts of the Co- lonial Empire which are more or less liable to en- emy attacks.
This was announced by the Colonial Under-Secretary, reply-
ing to a Commons question, and he
adds that such schemes would be administered by the Dependencies
themselves. It is appreciated that
most Dependencies are unable to meet unlimited liability and it is proposed to introduce legislation to empower the treasury to guarantee any such schemes in the Colonial Empire.
If this legislation is passed the Kenya and Uganda scheme will be guaranteed under it. -British Wireless.
H.K. Position The "China Mail" understands that while the question of com- pulsory insurance against war damage has been preliminarily ex- plored in Hong Kong, no immedi- ate steps towards adoption of any scheme in the Colony are, at pre- sent, contemplated.
