MR. HENRY L. STIMSON, U.S. Secretary of Army, said in Washington yesterday that the suggestion that the Lease and Lend Bill was so drawn as to permit the purchase by the United States of the British and French navies was "preposterous and fantastic.”

Mr. Stimson was continuing his evidence before the Foreign Affairs Committee of the House of Representatives.

Are gifts of butter from Ireland in accordance with the terms of the rationing order? The "Law Journal" says:-

"Lord Woolton has brought forth butter in a lordly dish, sav- ing that bona fide unsolicited gifts whether they include rationed foods or not. may be received from abroad by parcel post pro vided they are addressed to indi- viduals.

"We are sure that when the Minister made this decision, but- ter would not have been seen to meit in his mouth.

"But the curious will remem ber that under the rationing or der it is an offence to obtain or attempt to obtain, or to supply or attempt to supply, any rationed food in excess of the ration.

"It might be argued that a man who wrote to a friend in Ireland. merely acquainting him with the Minister's decision and not a word more. was guilty of attempting to obtain.

"But the man who argued thus would be a churlish, ungrateful Į fellow, not knowing which side his bread was buttered, and de serving to eat margarine in silence for the duration."

Because a twenty-year-old con- scientious objector was accepted as an ambulance driver at Dart- ford Rural Council's A.R.P.. post at Riseley. Farningham, Kent. fourteen other members of the, post have resigned.

One of them, Mr. C. F. Roberts, said.

Declaring that no American President had ever pushed country into war Mr. Stimson said Congress could safely vest in President Roosevelt the broad responsibilities proposed in the Bill, including the President's d's- cretion in determining which na- tions the United States might aid.

Replying to enquiries by a Re- presentative he gave his opinion that the Lease and Lend Bill would not lead the United States into war.
