THE FIRST STEP in rushing the Lease- and-Lend Bill through Congress was taken yesterday when a vote in the House of Repre- sentatives cleared the way for the Bill to come before the Foreign Affairs Committee of the House.

An effort by the Military Affairs Commit- tee to bring the measure under its control was defeated.

The vote was taken without debate as the rules of the House ullow of no discussion on such an issue.
