Admiral Cavagnari The Scapegoat For Taranto

A Scapegoat.
No doubt Admiral. Cavagnari is being used as. a scapegoat for the Taranto episode, as the others who resigned were used for the Italian failure in Greece.
Admiral Cavagnari is a good Fascist and a good administrator rather than a good sailor.
as
It is reported he thought al- most as much of the education of his sailors in Fascist doctrine- of their education in seamanship. "To victory" was the keynote of the Order of the Day and a se- parate message to Mussolini of the new Chief of General Staff, Gen- eral Cavallero, who assumed com- mand yesterday.
The Gay Cavallero General Cavallero promised that all efforts would be devoted rea'isation of this supreme Ject.

Il Duce himself has sent, it is announced. from Rome, "a cor dial signed letter" to Admiral. Cavagnari, in which he ox- pressed his appreciation of the Admiral's collaboration and his seven years' work for the de- velopment of Italian naval power.
In the past few days, says Reu- ter's diplomatic correspondent, there has been a reshuffle in Ita- lian Service chiefs which can only be taken in Italy as dissatisfac- tion as to the course of the war on the part of Mussolini-Reuter,
