THE DECLARATION JUST MADE TO THE JAPANESE GOV- ERNMENT BY THE SOVIET AMBASSADOR IN TOKYO THAT "THE POLICY OF THE E SOVIET UNION TOWARDS CHINA RE- MAINS UNCHANGED,” IS THE FIRST IMPORTANT STATE- MENT ON SINO-SOVIET RELATIONS FOR FOUR MONTHS.

Last such pronouncement was made by the For- eign Commissar, M. Molotov, on August 1, when he declared: "Regarding our relations with great Na- tional China, which is fighting for its existence, they are as ever good-neighbourly and friendly, in accord- ance with the Soviet Chinese Non-Aggression Pact."
