Other cities, other peoples have been subjected to this kind of crime the Chinese, the Ethiopians, the Span- iards, Poles, Finns, Nor- wegians, Dutch, Belgians, and French. Ruthless ag- gressors have spared no treasure of person or pos- session. Now they unleash on the greatest capitals of civilisation their boasted utmost of destruction. Will what remains of the civilised world be merely horrified or will it arouse itself to make sure that the new barbarism shall be turned back for good?
