It is reliably reported that a large number of vessels containing Japanese landing par- ties appeared in the bay off Haiphong yester- day but were warned by the French not to attempt a landing.

They withdrew later no shot being fired by either side.

Although a normal situation; is not yet re-established on the Indo-China border, General Nishihara exercised, the utmost efforts to bring about the con- ditions preliminary to the exe- cution of the September 22 agreement.
