RUMANIA'S CARD AGAINST THE GERMAN "SALZBURG DIKTAT"

THE RUMANIAN Prime Minister and Foreign Minister returned to Bucharest yes- terday from their talks with the Axis leaders and were received by King Carol shortly after their arrival. They spent the whole afternoon at the Palace.

The statesmen are reported to have de- clared themselves satisfied with their confer- ence with the German leaders.

It appears no concrete plans were submitted to them. Rather] has there been an extensive ex- change of views in which the ceo- nomic situation in south-east Europe figured largely.

According to the personal comment of one member of the delegation, Hitler appEATED To have aged considerably since he last seen him several monthE previously and seemed particu larly preoccupied.

Hitler is stated to have used a number of graphical maps and to have urged the Rumanians to be- in direct negotiations with the Sefia and Budapest Governments of the earliest possible moment.

Despite the satisfaction ex pressed at the apparent outcome of the visit, Rumania has sim- ply been granted a period probation.

Gaining Time

of

This is only because the Axis powers are seeking to gain time before making a

*the move to south-east which might_precipi- tate war before the harvest gathered or alarm Soviet Russia into making further "inconven-

ient moves."

is

This German fear of immin. ent trouble in the south-cast is Indeed Rumania's strongest card for warding off active German support of the Hungarian de l mands.

The possibility of reforming. 'Rumania's National Government is again in view. King Carol's re- cent reception of the ex-Prime Minister, M. Tatarescu, and his sounding of other national lead- ers are regarded as pointing tc this..

In addition, M. Maniu, the na- tional peasant leader who has just returned to Bucharest after a long absence in Transylvania, significantly told а political friend that in Transylvania there is much indignation against the Hungarians, and he feared for what would happen should ces- sion of part of Transylvania decided on.

Carol's Position

On present issues King Carol is now considered to be face to face with the nation.
