PRISON CAMPS ARE FILLING

It may indicate a desire on the part of both nations to have their hands free for de- velopments in other fields.
It is understood that negotiations may be under way for further stabili- sation of relations between Russia and Japan, which would include the withdrawal of Soviet aid from the Chungking Government.
Such a pact would bear out the Rus- sian occupation of the Baltic states, and Japan's southern policy, as these countries no longer need to watch each other in Manchoukuo.
A further development of an agree- ment might be a reorientation of Russia's relations with Germany, and

WENDEL WILLKIE: WHERE HE
HE STANDS
London, Yesterday.
MR. WENDEL WILLKIE, who has been chosen by the Republican National Convention as the party can- didate for the American Presidency has, says "The Times," been conspicuous for his whole-hearted con- viction that the United States should help the Allies in every way possible short of declaring war.
"Most of his rivals have been con- verted to this view during the past few weeks, including some who be- gan their campaign as thorough- going Isolationists but they were late and reluctant converts without his clear insight into the effect of a Nazi victory upon all causes in which Americans believe and even upon the States and security of the United her sister republics of the American Continent.
His victory is the more noteworthy because he is not an orthodox party man and his claims for selection were not pushed by
orthodox methods.
While opposing the Government on domestic issues, he has consistently supported President Roosevelt's for- eign policy.
On the issues raised by the war, he has urged all along that every help should be given to the Allies and that the United States should embark at once upon a great pro- gramme of rearmament,
Clear Indication
Mr. Willkie has left no doubt where he stands on the great issues which now divide the world. His selection is a clear indication that the Republican Party as a whole
takes the same view as, indeed, does the overwhelming majority of the American people. The collapse of France was exploited by German propagandists in the United States as elsewhere to spread the defeatist idea that Germany, had as good as won the war. British resistance, it was suggested, would soon be brok- en as French resistance had been and it was, therefore, useless . for America to help the allies.
But the firm attitude of the British Government has restored the faith of those who know that we are fighting their battle as well as our own, that we shall go on fight- ing it to the end and that we can make effective use of all the help they can send us.-British Wireless.
