"TIMES" CALL FOR GENERALISSIMO

CONCENTRATION OF POWER IN ONE COMMAND

London, To-day.

WHAT IS STILL LACKING and all important is that the combination of all elements for defence and offence must be effected,' writes "The Times," and no consideration of vested interests must be tolerated. There must be a concentration of single power in one command. As things are now, strictly military calculations predominate. There can be no clean-cut line between military and civil respon- sibility.

At present. no authority has these powers. In theory, they are vested in the Prime Minister, but no one would dream of the Prime Minister exercising such powers on his own account. The question rather is, upon whom should they devolve, un- der the general direction of the Prime Minister and his War Ca- binet?

Call For Action

Should they be given to someone like General Ironside or some Minis- ter of Home Defence with direct call on the Prime Minister? Whoever it is, says "The Times," the public call for action and would be willing to put up with abnormal restraints and wide powers beyond normal adminis- tration.

The Minister of Supply's account of his first few weeks of office is taken up by the "Daily Telegraph," which says that it is encouraging to learn that the output of certain guns has risen by 228 per cent and of some am- munition by 420 per cent.
