Firing wildly with an automatic pistol from the third floor of the Sailors and Soldiers Institute in Wanchai last night, a British sailor is alleged to have wounded a Chinese pedestrian.

The bullet grazed the man's head. He has since been admit- ted to the Queen Mary Hospital. His condition is not serious.

The sailor, it is learned, will be charged by the Police in due

course.

Tokyo, To-day. The Foreign Minister, Mr. Arita, proceeded to the Imperial Palace yesterday morning and submitted to the Emperor an informal re port regarding the new guiding principle in foreign policy fol lowed by Japan as the stabilising power in East Asia vis-a-vis the developments in the European war situation which threaten to affect the Far East. The new basic foreign policy will be an- `nounced in the form of a state- ment on Saturday subject to the Cabinet's approval the morning. Qualified observers be- lieve the forthcoming statement will contain three points:-

Firstly, Japan absolutely fuses to acquiesce in any change in the status quo in East Asia which would be calculated to ham- per the disposal of the China affair on which she is concentrating her efforts;

Secondly, Japan feels grave con- cern over any attempts to change the status quo in East Asla either by Britain and the United States or Germany and Italy;

Thirdly, Japan adheres to her policy of non-involvement in the European war but deals indepen- dently with the effects of the European war on East Asia.

In short, the statement aims at declaring Japan's policy of establishing autonomy in East Asia.-Reuter.

The story of a rifle and re- volver battle between police and pirates in Cheung Chau waters

Upon the receipt of an urgent message at 4.30 p.m. yesterday, the Officer-in-Charge of Cheung Chau Police Station, Sergeant Willcox, led a party of police, in- cluding two Indian and two Chin- ese constables, to a point about 1,000 yards from the Station board a police launch.
