The House of Representatives has approved a bill permitting American Red Cross ships to travel to belliger. ent countries with safe conducts from the warring nations.
The Bill, which has been sent to the White House for signature, stipu- lates that no Red Cross ship will en- ter a blockaded port unless the block- ading power gives permission to do so. -Havas.

Shanghai, To-day.
The former French Embas- sy in Nanking was complete-. ly burned down on Saturday night, according to the "Shanghai Mainichi.”
Cause of the conflagration' Is un- known; it took over two hours for Chinese firemen to get the fire under control.
Three Chinese caretakers who were in the building at the time the fire broke out are now being examined by the police.-Havas.

"SHANGHAI EVENING POST AND MERCURY," WAS MADE EVENING.
At about 5.10 p.m. an unknown Chinese managed, unnoticed by the police guard, to enter the building.
He placed a parcel on the floor and
then hurriedly left. A few minutes later the bomb in the parcel exploded.
No damage was, however, caused. No arrests have been made.-Our Own Correspondent.

The Director of Air Raid Pre- cautions announces that his ap- peal for 100 members of the gen- eral public residing in the Eastern District to volunteer for the A.R.P. Auxiliary Reserve of St.
John 'Ambulance Association and Brig- ade, for duty in time of emergency at the First Aid Post and Cleans- ing Centre, Happy Valley has had such a gratifying response that it has become necessary to close the list for this district.
It is hoped in the very near fu- ture to extend the scheme to resi- dents of other districts
. Chinese messages this afternoon state a Japanese cavalry detach- ment has entered Lungkong, an important town midway between the Canton Line and Tamshui.
Tamshui, half-way between Sha-yu-chung and Waichow, has also been entered, it is added.
Yesterday and to-day, Japan- ese aircraft carried out extensive bombing operations between
Tamshui and Waichow.
These reports-cannot-yet-be confirmed.
The border situation is un- changed, stated an official report received by the "China Mail" this afternoon.
The Japanese have not yet en- tered Shataukok.
The Chinese report extensive military action, along the Canton. Line and state that several small towns have been occupied by
the Japanese who advanced north- wards from Shumchun.

Private holders of arms-re- volvers, automatic pistols, sporting rifles-for the possession of which licences are required, have been instructed by the Police Depart- ment to surrender the arms at the latest by Thursday.
