There is no attempt in Paris blame the Belgian people for what has occurred.

Government has, on landlord re- presentations, dropped the pro- posed Ordinance amending the Prevention of Evictions Ordin- ance in important particulars, to prevent the passing on to tenants of Property Tax.
A new Ordinance "to prevent the Passing on of War Property Tax" 'will be submitted for first reading in Legislative Council to-
morrow.
It provides, in effect, that the Assessor shall be the judge of what constitutes a fair and reasonable rent, after taking into account that any property tax shall be borne by the owner.
As from March 31, no landlord shall demand any increase of rent from his tenant which is in ex- cess of a fair and reasonable rent as certified by the Assessor.
