Threat To Switzerland Becomes More Evident
(SPECIAL TO. "CHINA MAIL")
PARIS, TO-DAY.
THE GERMAN THREAT AGAINST SWITZERLAND
MEASURES
IS BECOMING MORE EVIDENT AND IT IS TO BEAT
ESTIMATED THAT 25 NAZI DIVISIONS ARE NOW CONCENTRATED IN THE BLACK FOREST, AUTHORITATIVE SOURCES ASSERT. Furthermore troops movements have been observed in Austria, where German units are being concentrated in Vorarlberg province, opposite Switzerland's north- eastern border.
A German attack would not take Switzerland unawares but would put her in a difficult situation.
The Swiss army amounts to 500,000 well-trained and well-equipped men but part of this army has to be kept on the southern frontier to check any Italian move.
Furthermore the Swles fear the Germans would try to use the methods they employed In Nor-
way.
Italian-German co-operation in an attack against Switzerland would not constitute a surprise but the French would help and the canton of Valais would become a battlefield where the Italians would have to concentrate large forces.
H.K. A.R.P. REQUEST
Sir,-May I' appeal to all managers and owners of business firms, factories, hotels, flats, and buildings of similar nature, to put their house in order, so that should an em- ergency ever arise in the Colony, they will be in a position to put their A.R.P. plan of operation into effect with smoothness and efficiency.
The action that I would suggest should be taken immediately is-
(a) To appoint a small committee with, if applicable, representatives from each firm occupying the building.
THE TANKS
London, To-day.
:
The fortress of Namur is holding out in an area where, in the words of the French communique, the "battle has taken on the characteristic of open warfare.”
The official statement has been en- larged upon by an informed French. commentator who variety of dispersed actions by Ger-
indicated that
man mechanised units were in pro- gress and were being countered by the Allied tactics of forces spread in great depth.
In the opinion of this commentator the Allied tactics have been modified from those appropriate to positional warfare to those of a war of move- ment and were well calculated to suc- (b) To appoint an official to prepare a coceed in arresting the activities of
ordinated A.R.P. scheme for the whole of the building and to take executive mechanised columns unsupported by charge in times of emergency.
Franco-Swiss co-operation would be facilitated by the fact that many Swiss officers studied at the French war col- |(c) lege.--Havas.

To detall employees to take A.R.P. courses which will enable them not only to instruct the remainder of the em- ployees, but also to act as leaders, should the need ever arise.
As a basis, I would suggest that one in- dividual in every ten should be thoroughly trained in the following subjects: (1) The selection of the most suitablo
place to utilise as a refuge.
(II)
The methods which can be employed to make the selected refuge reasonably proof against the effects of blast and splinters from high explosive bombs: (III) The methods of controlling incendiary bombs and the preventive action which can be taken to prevent the spread of fire. (IV) Fersonal protection against the effects
of chemical warfare. (V) Elementary first aid, both for wound- .......ed..and/or -gas casualties. (VI) Co-ordination with the Air Raid War den Post situated nearest to their building. (VII) Knowledge of the Air Raid Warning signals, Lighting Restrictions and Gov. ernment A.R.P. Organization. Many firms have already prepared A.R.P. schemes, and to them I would ask for even more employees to be trained, and to other firms, I would earnestly appeal for their co-operation,

These provided at the same time the necessary dispositions to eliminate any damage to the rear positions of the Allies.
In this connection it is interesting to note that in the view of experts the engagements of the last few days have already provided considerable evidence of the qualitative superiority of Allied over German tänks both in armament and fire power.
The technique used by the Germans formations has yet to be put. to in Poland of pushing forward
tank the test of meeting defences with an equal weight of armaments.
