(SPECIAL TO "CHINA MAIL")
Washington, To-day.. AN IMPORTANT CONFERENCE on American po- licy in Europe will be held at the State Depart- ment as soon as key-diplomats return to the United States.
The news that Mr. L. Steinhardt, Ambassador to Moscow, was returning from the Soviet Union has been fol- lowed up by news that Mr. A. Kirke, Charge d'Affaires in Berlin, is leaving immediately for the United States; they are both expected to arrive about the middle of the month.
They are expected to give Mr. Cor- dell Hull, Secretary of State, a close- up picture of the war from the Soviet and Nazi viewpoints.
Mr. Steinhardt's report is await- ed with particular interest, in view of rumours that Stalin le moving away from the close understanding he had with Hitler at the beginning of the war.
Russia is said to be alarmed at the Nazi occupation of Denmark and Nor- way and the possibilities of a Nazi sphere of influence in Sweden. Stalin, It is said, has no desire to see the Baltic a German Reich!
Eye on Balkans
Moscow is also keeping a close eye on the possibility of a German- Italian move in the Balkans, both be- cause this would bring them nearer the Black Sea, which Moscow looks on as within the Soviet sphere of influence, and because this might affect the Rus- slan claim to the Bessarabian part of Rumania. ORIGINS OF THE WAR
(SPECIAL TO “CHINA MAIL") Paris, To-day.
The Russo-German pact was responsible for the pre- Sent war, declared M. Ludo- vic Oscar Frossard, the Min- ister for Information, in a radio speech last night.
Hitler was hesitating, he said, and signature of the pact lifted his ap- prehensions and decided him.
Flaying the French Communists, M. Frossard said the former Communist party became through the felony of its chiefs the advance guard of enemy propaganda working for Germany,
Absolving the Communist masses, whom he described as honest and sincere, M. Frossard said that when the Russo-German pact was signed - the Communist chiefs chose to take their orders from a foreign govern- ment working with the enemy.
In a country at war all had to be subordinated to the good of the na- tion, and Communist propaganda must prepare for defeat.-Havas.
