"The Times" pays a tribute to Mr.

Chamberlain's vigour and courage, but suggests certain im- provements in personnel. It de- clares that both a greater concen- tration and driving power are needed in the War Cabinet, to- gether with more time for think- ing ahead.

"The Times" adds that on the whole there is no longer much support for the notion of â War Cabinet wholly divorced from de- partmental duties.

The paper suggests that in- stead there should be Deputies for each of the-most important personalities in the Cabinet, on the model of the recent blishment of Deputies for each of the three Service chiefs of staff.
