PARIS, TO-DAY. THE KREMLIN MAY SOON ADOPT. A DEFINITE AND CLEAR STAND OVER SCANDINAVIA, WHOSE FATE DIRECTLY AFFECTS BOTH THE POLITICAL SECURITY AND ECONOMIC IN- TEREST OF RUSSIA, STATE POLITICAL OB- SERVERS WHO HAVE SPECIALISED IN RUS- SIAN AFFAIRS.
Inspired by the policy of Peter the Great, by which Russia needs an "open door" towards the north-west, the Soviet leaders are unlikely ever to admit the Reich's right to control hereto- fore free and neutral Scandinavia.
