SHANGHAI, TO-DAY. THE WAR NEWS FROM EUROPE THIS MORNING HAS NOT DONE MUCH TO DAMPEN THE NERVOUSNESS PREVAILING REGARDING THE COUNCIL ELECTIONS WHICH STARTED AT 10 A.M.

It was officially announced here this morning that the Soviet steamers Selenga and Vladimir Mayakowaky, which were taken over by the French Navy from the British Navy outside Hong Kong, are being kept in Saigon harbour-Havas.

The newspapers and broadcasting stations this morning appealed for the last time to voters, and a very close race is expected.
