Oslo's Attitude On Neutrality Question HONOUR OF SMALL STATES
DR. KOHT THINKS NORWAY CAN KEEP FINLAND
OUT OF WAR

THE FOREIGN MINISTER, Dr. Koht, yesterday gave Reuter a detailed exposition of Norway's atti- tude on the question of neutrality in the Euro-
pean war.
Referring to Mr. Winston Churchill's speech, Dr. Koht said: "I am very glad to see Mr: Churchill did not say anything that might be regarded as a menace to our neutrality or as an admonition to Norway to give up her neutrality.". It is reliably learned that the blockade of Germany will enter a new phase and will probably reach its peak of efficiency before the end of the Summer.
This will follow the Allied imposi- tion of severe restrictions upon coun- tries which might be intermediaries for German purchases.
Official indication has not yet been given but it is believed, the Allies will modify the regime of territorial waters and control more strictly the accumulation of stocks by countries bordering Germany. Havas.
