AMSTERDAM, TO-DAY. IT IS RELIABLY LEARNED THAT GERMANY IS EXERTING CON. SIDERABLE EFFORTS IN MOSCOW TO INDUCE THE KREMLIN TO MODIFY THE SOVIET INTERNAL REGIME AND SO FACILITATE A RAPPROCHEMENT WITH ITALY.

Apparently Hitler and the German leaders are convinced that h more conservative Sovlet internal regime, established on Nazi lines, would per- mit the realisation of the German am-

a

bition of a great Rome-Berlin-Mos- cow triangle as preparation for military bloc which would enable the Reich to take the initiative in its war with Britain and France.-Havas.

NEW YORK, TO-DAY. CONSIDERABLE SPECULATION HAS BEEN AROUS- ED HERE BY A CRYPTIC REMARK MADE BY PRESIDENT ROOSEVELT TO NEWSPAPER RE- PRESENTATIVES PRIOR TO LEAVING FOR A HOLIDAY CRUISE IN THE CRUISER `TUS- CALOOSA.

President Roosevelt said it might be fair to assume that his

sea trip would combine business with a holiday.

Speculation has arisen because the President did not choose to deny any question put to him whether there was a possibility that he would con- tact the British, French and Italian authorities during his cruise.

It was thought in Washington yes- terday that the President might ex-

Talk Of "Conference” On High Seas (SPECIAL TO."CHINA MAIL")

New York, To-day. Rumours of a possible conference on the high seas in connection with his peace move have been given new impetus as the result of the failure of President Roosevelt to give categorical denial to or ridicule sug- gestions to that effect when question- od before boarding the Tuscaloosa,
