HAVEN FOR REFUGEES

Chicago, To-day.

The creation of a haven for refugees in Central Africa was advocated by ex-President Herbert Hoover in a speech at a dinner of the Jewish Wel- fare Fund, opening its 1940 campaign, on Sunday.

Mr. Hoover said that for 150 years the United States had been a sanctuary for people seeking a free life; she was no longer this sanctuary, due to un- employment and similar troubles of her own.

China's first national marine lege has been inaugurated aboard the steamer Kiangshun.

The college has three departments, comprising navigation, engineering and shipbuilding, while the term of study will be four years. It was founded upon the decision of the Supreme National Defence Council.

It is learned that of 90 students admitted to the college, after passing their examinations 40 will take up shipbuilding, 30 engineering and 20 navigation.

The college is under the strict con- trol of the Ministry of Cornmunica- tions. Reuter.

An Italo-Turco trade agreement, `un- ́der which Italy will replace Germany as a purchaser of certain Turkish commodities, is reported to be im- minent.
