PREMIER'S CALL FOR GREATER SACRIFICE

London, To-day. THE PASSAGES IN THE Prime Minister's Mansion House speech singled out for comment in most newspapers are those in which Mr. Chamber- lain declared that war would grow grimmer, and that greater sacrifices-would have to be made because the increasing production of armaments must involve a decreasing production of civilian goods as well as a curtailment of all unnecessary imports.

Dealing with a suggestion heard in some quarters that the unemployed should be engaged to pro- duce these civilian goods, he reminded his hear- ers that the figures of unemployment to some extent are misleading, for they include quite a number of people, perhaps half a million, who are merely passing from one job to another.

As to the rest, the situation is only temporary because the great bulk of be the unemployed were going to usefully employed and would be ab- sorbed as we go on expanding the number of firms employed on arma- ment works.

In the engineering industry alone, NOT

The Premier added that he did not say they had come to the end of

the demands on them but it was not

possible for them alone to solve the problem of how to reduce the con- articles bumption of unnecessary because two-thirds of the consump- tion of the people of the country was by those who have only small incomes, Therefore, it was necessary that they also should make their sacrifices.

WAGES AND COSTS "I do not mean to imply that there must be no increase of wages but I do say that it would be a mistake to tie up wages to the cost of living which in the end can benefit no one because it could only give a violent impetus to the vicious spiral of al- ternately rising prices and wages and that is a thing that all of us want to avoid."

Shanghai, To-day.

"It is not unreasonable to hope, if peace is restored in the Far East, China will be sharing in the business pros- perity which neutrals enjoy at times when their belliger- ent neighbours are devoting a large part of their produc- tive capacity to the manufac- ture of war weapons.

"Thereby, China will go far to re- the last two- pair the ravages of and-a-half years," declared Sir Her- bert Phillips, rettring British Con- at the sul-General, at a reception Shanghai Club organised by the Bri-
