It is learned in well-informed quarters that a complete report on the attempted assassination of Mr. Philipps is being submitted to members of the Consular Body as well as other persons of authority.
The most serious view of the attack is reportedly being taken In higher foreign quarters in Shanghai and it is not expected that the matter will be allowed to drop until the gunmen have been arrested and the whole
case
cleared up.
A very serious issue confront- ing the Settlement authorities is the flat denial of the Japanese gendarmerie that they are detain- ing the three would-be assassins. The Settlement Police contend that the men are being held by the Japanese but the latter say they know nothing of the whole affair.
It is expected that the whole case will be the subject of con- versations between the various authorities at an early date. Reuter.
