CHIANG STATEMENT ON CONSTITUTION FOR CHINA
Chungking, To-day.
THE CHINESE GOVERNMENT'S policy regarding the proposed early establishment of a constitu- tional government is set forth in a statement by General Chiang Kai-shek published in the Chin- ese press here.
The Generalissimo declares that the constitutional period and the political training period may well proceed on parallel lines.
It is not necessary, he says, for the constitutional period to come only after completion of the poli-
tical training period.
General Chiang advocates the pro- mulgation of a constitution, with the Government at the same time en- forcing political training, enabling cl- tizens to properly exercise their rights under constitutional government.
The Generalissimo, however, warns the Chinese people of the evils of Chinese parliaments in the past after the establishment of the Republic in 1911.
