munitions. Before the outbreak of the European war, Japan could depend on German exports, but now that Great Britain has tightened her naval block-

ade against Germany, no supplies from the Reich will be forthcoming.

Because of this Japan concluded the Nomonhan truce with Soviet Russia when the latter embarked on her cam- paign against Poland. But while the U.S.S.R. is seeking to avoid any fric- tion with Japan at present since she is. occupied in Europe, Moscow will turn back to the East.

For more than a month, Soviet- Japanese trade negotiations have been reported under way but no agreement seems forthcoming. The Soviet Union's postponement of the talks is a wise move on Moscow's part to delay a showdown with Japan, while the lat- ter, on the other hand, seeks to use these talks as a threat that the U.S. had better come to terms.

As long as America adheres to her traditional policy of Open Door and equal opportunity-she will not renew the trade pact with Japan. It is a fact that although Soviet Russia and the United States are opposed to Japan's aggressive acts in China, they adopt different policies in dealing with the situation. Hearing that Can. $150,000 would provide the entire cost, this private citizen, who remains anonymous, sent a cheque for the whole amount.

The gift was made to the Toronto branch of the Red Cross Society, where Can. $825,000 was raised in the,; first fortnight of the Dominionwide campaign to provide Can. $3,000,000 for Red Cross work.

By the end of last month the fund, which was inaugurated on November 12, had already reached Can. $2,988,- 788.
