A PROCLAMATION WAS issued by the Polish Gov-

ernment yesterday outlining Polish war aims. These are given as the liberation of Polish territory and the demarcation of such frontiers as would guarantee the future security of Poland and Europe generally;

The constitution of a politically solid bloc of all Slav states which are located between the Black Sea, the Baltic and the Adriatic.

The proclamation states German aggression is partly due to the frequent disputes between the Slay states.
