Referring to the Soviet refusal of the Invitation to come to the Council and Assembly, the resolu- tion says the Soviet "thereby fall- ed in one of its most essential responsibilities under the League of Nations for the guarantee of the peace and security of nations, and acted as though the Council and Assembly did not exist as far as Russia is concerned."
The resolution also declares: "The Soviet attempted to justify its re- fusal by alleging relations had been established with a fictitious gov- ernment that is neither in law nor fact a government recoghised by the population of Finland in the free exercise of their rights,”—Reuter.
ARGENTINE DELEGATE CALLS FOR EXPULSION
<Geneva, To-day. When the Assembly met yesterday, the Argentine delegate proposed the expulsion and this proposal was re- ferred to the Finnish Appeal Com- mittee. The Committee had before it A not only the expulsion proposal but also the Russian reply, which arrived the previous night.

Stockholm, To-day. The new Cabinet under Mr. P. A. Hansson, in a declaration of policy, states that Sweden will maintain her. independence and neutrality, includ- ing collaboration with those other states unhampered by alliances, with the object of preserving the common interests of neutrals, and to extend co- operation among the northern states.
