London, To-day. THE POSSIBILITY OF THE spreading of the war so as to become practically general throughout Europe is seen by political observers in London in the event of an attack on Scandinavia or the Balkans.

It is considered certain that the Soviet aggression against Finland is the result of a German- Russian understanding, and it is thought possi- ble that both countries will afterwards attempt to control Norway and Sweden because they re- quire the rich iron ores of these countries.
