SPECIAL TAXATION for the purpose of making · substan-' tial contributions to the Imperial Government for war expenditure was foreshadowed by the High Commis- sioner for the Malay States, Sir Shenton Thomas, in his annual address at Kuala Lumpur last week to the Fed- eral Council the legislative body for the Federated Malay States (Perak), Selangor, Negri Sembilan and Pahang).
After mentioning the increased revenue accruing owing to the higher export quotas and higher prices for tin and rubber, His Excellency said:
"I feel sure that the Government of the Federated Malay States will not
