THE CONSTITUTION of a new Balkan bloc, com- prising Turkey, Greece, Yugo-Slavia, Rumania, Bulgaria and Hungary, is considered almost an accomplished fact and an important, though in- direct, diplomatic victory for Britain and France. The bloc considerably reinforces the value of the Ankara Pact by ensuring the stability of the Balkans and the eastern Mediterranean.

Britons who had been warned to leave Holland formed the bulk of 80 passengers landed at Gravesend from Rotterdam. They Included mothers with their bables. Reuter.

The mysterious poisoning of a three-year-old Chinese child was revealed to-day when the post mortem resulted in a finding of "Opium poisoning."

The child belonged to re- sidents at No. 77, Austin Road, Kowloon, and was ill several

The body was removed to the Kowloon Mortuary and а post mortem revealed that death was due to opium poisoning.

The "China Mail" learned this afternoon that a ransom of $2,000 has been demanded by bandits who kidnapped Mr. Tseng Ping, well-known local fish merchant, who was kidnapped two months

ago.

Mr. Tseng left Hong Kong in September to visit a branch office at Namtau where one of the fishing fleets was anchored, but 'disap- peared after disembarking.

It was then believed that he had been kidnapped. No demand for ransom was, however, made until a few days ago when bandits communicated with Tseng's rela- tives asking for $2,000.
