HOPES AND FEARS OF OPPOSITION: PROSPECT OF "NATIONAL BOLSHEVISM"
London, Oct. 12.
A CAREFULLY ARGUED SURVEY of the international situation in Germany, written by a German-speaking Swiss, appeared recently in the Basler Nachrichten.
It deals not only with living conditions but also with the mood of the people and the ideas discussed among those who are opposed to Hitler's regime.
The writer found that the National-, volution against Hitlerism. The people Socialist ideology which has been realise the strength and efficiency of forced on the people for six years the powerful Nazi minority. But to through press and wireless is not say that there is no threat to this standing up to the strain of total- minority at the moment is not to say that most people support the Nazis. itarian warfare.
On the contrary, this observer found widespread discontent with the war and the working of bureaucracy.
Those who swallowed it whole are now soldiers at the front and in re- serve, whose credulity takes the form of intense admiration for Hitler him- self. But those who turned their coats to enjoy the prizes of the new re- gime are now the unconvincing guar- dians of order at home. People are seeing now that the purpose of much of the ideological talk was merely to justify the existence of the regime and its servants.
PREMATURE HOPE
This Swiss observer utters a warn- ing against any premature hope of re-

On these crities the effect of the Russian pact was two fold. Some declared their disgust with all systems of dictatorship, and others were at- tracted by the old idea of co-operation between Germany and the east.
The old slogans against capitalism used by both Nazis and Communists in their time-were reappearing. Quite a number of working men were dis- cussing the possibility of a synthesis So- of Communism and National cialism.
In Southern Germany, and to a cer- tain extent in the west, the old Federa- list feelings against centralisation and Prussianism were reviving, particular- ly in aristrocratic and Church circles. In the north the idea of a Socialist continental bloc against England was and found popular among officers Prussian commercial circles. But in all parts of the country there was strong resentment at the outraging of certain fundamental human rights, and in the south people were heard to ask why the British did not drop bombs instead of leaflets "to bring this country to its
senses.'

"NATIONAL BOLSHEVISM” Everywhere this observer found the nuclei of opposition movements, but in every case their hope was for a completely new democratic form of Government.
In his opinion only the whipping up of new fanaticism would keep these people loyal during a long war, al- though the British blockade might arouse enough indignation to make the war temporarily popular.
