The Ministry of Finance in a proclamation nounces the institution of fixed savings in foreign cur- rencies as a further step to encourage savings and pro- vide capital for national re- construction.

British, American, French and other foreign currencies approved by the Ministry may be deposited in either of the four government banks, the Central Bank, the Bank of China, the Bank of Communications and Farmers' Bank.

Repayment of principal and pay- ment of inferest will be in the cur- rency deposited. Rates of interest are fixed at 4%, 5%, 6% and 7% for deposits of two, three, four and five years respectively.

He stated that the main request of the Soviet Government to Turkey was a guarantee that the Dardanelles would be closed to foreign warships in all circumstances, but Turkey de- clined to accept this condition of an agreement.

The solicitors this morning strong- ly objected the official action on the ground that the owners had, in any case, the right to remain on the land. Petitions have, according to the soli- citors, been sent to the Governor in Council.

Mr. Curtis said that the sheds should not have been erected in the first place as no permission had been issued. The land was leased for agriculture and not for building.

The summonses were adjourned to 2.30 p.m. on November 24.

Sergeant D. A. Pockson said he was instructed to take out the summons, but the fat in which the lights were observed was not defendant's. Lights were shining through a fanlight. De- fendant had no fanlights in his house.
