Most doubts are expressed on the score of whether the cost of collec- tion has not been seriously under- estimated, if collection is to be sub- stantially all-inclusive of those liable.
There is little disposition to argue that the level of taxation is too high, though one well-known business man suggested that the effect on the lower- scales would be relatively onerous un- less Government was prepared to im- plement its hint that a surtax would be imposed on higher incomes.
