It is surmised in some quarters that the visit is con- nected with general Balkan problems as well as with direct Turkish-Soviet relations.
A report from Bucharest says it is believed that ne- gotiations are under way for a new Balkan Pact under the patronage of Russia and Italy.
The Pact would include
Turkey,
Rumania, Bulgaria, Yugo-Slavia, Hungary and Greece, in union with Italy and Russia.
The new alliance would guarantee the status quo in the Eastern Medi- terranean.
