General Smuts, the new Premier, amplifying the Gov ernment's policy, said that South African participation in the war must necessarily be limited by considerations of geography and the special conditions attaching to the country.
Their primary duty was to place their own defences in the highest state of efficiency "in order to render the Union safe against any inroads."
Clearly at this stage the Govern- ment could not give, encouragement to citizens who wished to serve overseas. It was for the Union to give physical support in all questions of trade, ship- ping and finance.
The Union would maintain in the fullest sense the Simonstown agreement to ensure the defences of Simonstown and the free entry of British warships.
