Berlin, To-day. -

A RUSSO-GERMAN PACT of non-aggression, to re- main in force for ten years, was signed in Mos- cow last night by Herr Joachim von Ribbentrop, the Nazi Foreign Minister, and M. Molotoy, So- viet Foreign Commissar.

Present at the signing were Stalin and the German

Ambassador, Count Von Der Schulenberg.

The Russo-German pact consists of seven articles, according to the official German news agency, and comes into force immediately after signature.

It is stipulated that the pact shall be ratified in the shortest possible time, and ratification documents will be ex- changed in Berlin.

The text, as released here, states: Firstly, the two contracting Powers undertake to refrain from any act of force, any aggressive act and any at-

sent a quibble. It may be taken that Russia has destroyed Triple Alliance hopes and Germany has thrown the anti- Comintern Pact into the discard, as she throws everything which is no longer of any value to her, or which can be re- placed by some measure offering greater compensation. In the event of a conflict in Europe, It seems plain now, Stalin proposes to sit on the side-lines.
