PEACE PLAN TALK has been given the widest publicity throughout the United States, owing to speculative American press reports from Europe.
Among the suggestions is one to the effect that Count Ciano and von Ribbentrop concoct- ed a peace plan during their week-end talks. Asked yesterday, at a State Department press conference, whether either Britain or France, during the past week, had invited the United States to participate in any conference, Mr. Sumner Welles, acting Secre- tary of State, replied emphatically that no approaches had been made, either directly or indirectly.

The weekly bulletin "continuous guerilla war- fare on the Manchurian- Mongol border" was imposed by the High Command of the Kwantung Army last night.
It reports a series of Soviet-Mongo- lian raids which, according to the re- port, were all repelled.
On August 6, 500-600 Soviet sharp- shooters, protected by four tanks, made a thrust on the right bank of Holsten River, а tributary of the Chalcha River. They were repulsed by a Japanese counter-attack and, says the report, lost 200 dead.
