JAP. SPOKESMAN · IN COMIC MOOD

(Continued from Page 17 anti-foreign movement, but stress- ed that so far no evidence of such development was forthcoming!

"INACCURATE"

Questioned about the Honan coal-mines, the spokesman stated that it was inaccurate to speak of "seizure” in this connection.

The mines were owned by Chin- ese who had bought the equipment from the British against a mort- gage!

As long as the mortgage pay- ments were held up, the mines re- mained Chinese property.

When, at the beginning of the hostilities, the Chinese owners fled, the British took over the mines, foreclosed the mortgage without legal authority, and pro- ceeded to operate the mines themselves!

The "Pelping Provisional Gov- ernment considered this action illegal and was "taking the neces- sary measures accordingly," Trans-Ocean.
