Tokyo, To-day. A sterilisation bill is to be Introduced by the Ministry of, Public Welfare at the next Parlia mentary session.
As soon as the bill becomes law, hereditarily weak persons, such as idiots and imbeciles, will be sterilised while certain other per sons who are not suffering from | hereditary weakness may be per- mitted to have themselves sterilis- ed.

DIRECTORY RACKET EXPOSED IN COURT
A RACKET WHICH HAS BEEN WORKED WITH SOME SUC- CESS IN THE LAST FEW WEEKS WAS EXPOSED AT THE CENTRAL MAGISTRACY THIS MORNING WHEN AN UN- EMPLOYED CHINESE WAS SENTENCED TO. FOUR 'MONTHS' HARD LABOUR AND RECOMMENDED FOR BANISHMENT ON A CHARGE OF ATTEMPTING TO OB- TAIN MONEY BY FALSE PRETENCES FROM DODWELL AND CO.
The man, Chan Ching-kwan, 21, was alleged to have posed 88 re- presentative of the "Hong Kong! Directory Company" and to have tried to obtain the sum of $126 for an advertisement in the "Direc- tory.'
