The objects of the Foreign Office publicity depart- ment and the projected Ministry of information were explained by the Home Secretary, Sir Samuel Hoare, on the Estimates providing £10,000 for an increased staff for the publicity department.
The sum of £100,000 is provided for publicity and an additional £150,000 for the British Council to explain British policy abroad and to organ- ise in peacetime a "shadow" Ministry of In- formation that would have no operational acti- vities in peacetime but which in the event of a major war would be an organisation of great scope, with a large and comprehensive person- nel, and which therefore needed a very great deal of very careful planning.
Sir Samuel Hoare mentioned that a number of Civil Servants were at work planning the Ministry, and a number of experts were already engaged in making specific enquir- ies.
He had been in constant contact with representatives of the press, and they had now reached a basis of agreement, so that in the event of emergency the press side of the organisation would be able to oper- ate quickly and efficiently..
