COTTON EXPORT

SUBSIDY PLAN

Washington, To-day.

The Secretary of Agriculture, Mr. Henry A. Wallace, yesterday advocated a flat cotton export. subsidy.

At the same time, Mr. Wallace said that the United States does not intend to supplant but rather would utilise existing trade ma- chinery.

In an address at the opening of a conference of cotton experts to discuss the subsidy programme, Mr. Wallace advocated a flat rate with no distinction as to payments for different classes of cotton.

"My feeling is that the initial rate to be announced should be one which could be continued, for a long period unless some unpre- dictable and major change should occur in competitive conditions in the world market.”

STABLE RATE

In determining payments, Mr. Wallace asserted that a rate should be sought for which the possibility of an increase could be as remote as the possibility of a decrease.

He also believed the programme should be made effective as soon as possible in order that cotton shipping would not be sarily delayed.
