Rome, To-day. Commenting on the Italian Government's protest to France regarding the cession of Hatay-the former Sanjak of Alexandretta to Turkey, the semi-official "Giornale d'Italia” says that Italy, as one of the powers which took part in the distribution of the mandates, could not be excluded from consultation concerning modi- fication of the original purpose of those mandates.
The paper says that the three following points must be emphas- ised:
(1) France had no right to treat Syria as though she were a coun- try placed directly under French sovereignty since the mandate was only of temporary nature, and its ultimate purpose was to prepare the way for political independence of the mandated territory,
(2) The mandate was confided to France by a decision of Powers which, just as they were entitled to a certain to grant mandate State, were likewise entitled to withdraw it at any time and confer it on another State, France had no right to modify on her own exclusive authority conditions un- der which she exercised a mandate confided to her.
