First Tory Reference To "Coming

General Election"

London, To-day.

For the first time since 1935 Conservative Central Office has referred openly to "the coming General Election."

However, when precisely the country is likely to

go to the poll it is still impossible to say.

The reference is to be found in an announcement relating to the joint conference of London, Home Counties and Eastern Eng- land Conservative clubs.

On the agenda is "the work to be undertaken by clubs at the coming General Election.”

In some political quarters in London the belief that an election is timed for the autumn has again been revived this week,

However, it cannot be phasised too strongly that plans, if indeed they exist, are merely tentative.

Meanwhile the Labour Party have nominated 500 candidates for the next General Election, expect- ed by Labour to be held where about October.

Their list is still a secret, just as much as is their decision whe- ther or not to press for a General Election in the autumn.

SHANGHAI, TO-DAY. FOLLOWING THE LIFTING OF THE SWATOW BLOCKADE, THE JAPANESE HAVE IM- POSED A DECREE REQUIRING FOREIGN SHIPS WISHING ΤΟ ENTER SWATOW TO INFORM THE JAPANESE 24 HOURS IN ADVANCE

This action follows the alleged: entry into Swatow on Friday of a Japanese warplanes conducted British steamer which was escort- bombing operations and reconnais-ed into Swatow by a British de- stroyer without giving advance sance over a wide area in Kwang-notice. tung, Fukien, Kiangsi and Chekiang yesterday.

Shiukwan, strategic Kwangtung town on the Canton-Hankow Rail- way about 140 miles north of Can- ton, was raided by three machines which dropped four missiles, but no serious damage was done.

Kienow, in north Fukien, and Juikin in south Kiangai, were also bombed. Kanhsien, on the Kan River, Hingkuo and other cities in south Kiangsi were visited by Japanese aircraft for reconnais-

sance.

Meanwhile, Lishui, in south Chekiang, was raided by another Japanese bombing squadron which released four explosives. tral News.

It is also announced that the landing of foodstuffs is subject to Japanese inspection.

NOT QUITE THE POSITION

According to the local naval authorities, this is not quite the position. "Notice" is, in fact, be- ing given to the Japanese by the British naval authorities, but this covers all British ships entering and leaving, the port, and is intend- ed to enable them to warn batteries and other units ashore of the pas- sage of a British ship. There is no time limit such as "at least 24

hours' notice."”.

The arrangement is a mutual Lonce, and is intended to avert any untoward "incidents," the "China Mail" was informed.

With regard to the searching of cargo, it is pointed out that the Japanese naval authorities have no right to search any-British ships.

They have been, accorded per- mission to go on board and verify the ship's nationality, but in view of the presence of a British war- ship at Swatow, this is no longer necessary, it is pointed out. The British commander informs the Japanese that it is a British ship, and there the matter rests.
