BRITAIN RECOGNISES

SOVIET'S SPECIAL POSITIONVEENS

REGARDING BALTIC STATES

London, To-day.

During yesterday's debate in the House of Lords, Lord Halifax said: "As to our association with the Soviet Union I have had the advantage of personal discussion with French Ministers in Paris and at Geneva and continuance of my conversations with the Russian Ambassador in London.

As

a result of those discussions, Anglo- French proposals were made to the Soviet Gov- ernment which in our view met in all essential] points on which there has been difficulty but] there remained one or two difficulties to be solved.

"With regard to the position of Soviet cannot be disinterested the Baltic States, we have never attempted and we would not think

bours. I hope we may be able to countries which do not want them, find a means by which that difficulty | or take any steps which might com- and any other which may arise will promise in other quarters the rela- be solved." tions of those countries. Our only desire is to maintain their neutral- ity inviolate.

MR. W. STRANG ARRIVES BY AIR IN LONDON

London, To-day. ·

Mr. William Strang, head of the Central European Depart- ment of the Foreign Office, returned by plane yesterday from Warsaw, where he had been "on a private visit."

Mr. Strang will probably leave for Moscow before the end of the week. He will travel by air.

Mr. Strang's function in Moscow will be to act as ad- viser to the Ambassador, Sir William Seeds, who is at pre- sent in bed with influenza,

It was originally intended to summon Sir William to London to report, but his ill- ness prevented this plan from. being carried out. Trans- Ocean.

Reuter adds that Mr. Strang on his return visited the Foreign Office, where he conferred with of ials.

It is understood Mr. Strang will see the Foreign Secretary to-day

Speaking on the general situa- tion Viscount Halifax said: "Bri- tish policy seems to ourselves straightforward and plain, but is perhaps not difficult to imaginė how different it may appear to many thinking people in Germany.

UNWISE AND WRONG

it

"There must be many such who are not less shocked than ourselves at the treatment of the Jews, and who realise that whatever Germany may have felt about relations be- tween Germany and Czecho-Slovakia as they were left by Munich, that to attempt to solve that problem by the destruction of Czech in- dependence was, to state it in mo- derate terms, both unwise and wrong.

Nevertheless, I suspect that such people as I have in mind in Ger- many, feeling all this, may in the light of history of the post-War years feel too that Germany would never in fact have secured consi- deration for claims that seem to her people eminently reasonable and just unless she had been pre- pared to back them up by threat of force.

NOT LESS DETERMINED

*

"The British people, I think, have constantly sought and still earnestly desire, if they thought it possible, to reach an understanding with Germany such as might not only assist. settlement of particular questions but also place the two countries. upon a secure footing of mutual confidence.

"All the same I think it should before dying to Moscow on Satur-be made clear that the people of day:

this country are not less ready and not less determined than their friends across the Channel to make whatever contribution is necessary: to uphold their way of life and des fend their position in the world."

Ina: reference to the anti-aggres¬ sion guarantees and their repre- sentations in Germany encircley ment, Pord. Halifax said; ""If indeed it je bile that in no country - do designszót, imposing.
