Reuter's diplomatic correspondent learns that Mr. William Strang, head of the Central Depart- ment of the Foreign Office, will be Britain's special envoy to Moscow.

Mr. Strang has lately been in Warsaw on a private visit to the British Ambassador, and is now re- turning home..

It is pointed out that Mr. Strang has been through all developments in the negotiations with the Soviet Government, and is therefore particu- larly well qualified to be the bearer and inter- preter of instructions to Sir William Seeds (our Ambassador in Moscow) which it is hoped will lead to early conclusion of a Franco-British- Soviet anti-aggression pact.

It is learned in diplomatic quar- ters that the general basis for а formula mutually satisfactory to the British, French and Russian Governments has already been estab- lished.

This will consist in mutually guar- anteeing each other's "vital in- terests" if threatened with aggres- sion.

Thus, if the Soviet Government should declare it considers the ter- ritorial integrity and political in- dependence of the Baltic States to be of vital interest, the question of a guarantee to those States would be evaded and their objections to having a guarantee thrust upon them would be circumvented.

It is felt in official quarters that in any case the question of finding a formula which will reconcile all conflicting viewpoints should not present any great difficulty, now that the Russian stipulation of full reciprocity has been agreed.
