"Finance and Commerce," leading local financial weekly, comments this morning on the Shang- hai exchange and financial markets. Referring to the new Hua Hsing Bank notes, re- cently introduced by the Japanese in Hong- kew, the journal says:

"We have now obtained first-hand information to the effect that neither export nor import con- trol is being contemplated in Shanghai or cen- tral China."

In these circumstances, it is add- ed, it appears that the banknotes must stand on their own merits.

The paper says the only policy to adopt regarding the notes is to "wait and see."
