The Tokyo despatch alleged that the memorandum stressed two points. First, the Powers are prepared to mediate but would not object to direct Sino-Japanese negotiations if such were found to be desir- able. Second, the Powers are not opposed to economic co- operation between China and Japan.

The report is branded as a pure fabrication designed to confuse public opinion on the Far East situation.--Central News.
